This Texas Republican Assembly (TxRA) Endorsing Convention resolution may look familiar to you in that it is a revision of the bill, HCR 69, which Tom Tancredo (R-CO) introduced in the US House of Representatives last year. A similar resolution was adopted at the National Federation of Republican Assemblies (NFRA) in Scottsdale, AZ last Labor day weekend, but was never published on the Internet. I had the privilege of introducing and lobbying for both resolutions, meeting and visiting with Congressman Tancredo in Scottsdale, and giving Tom a copy of the NFRA version of the resolution before it was adopted (see attached photo).

RESOLUTION CALLING FOR THE ESTABLISHMENT OF NORMAL DIPLOMATIC RELATIONS WITH FREE AND DEMOCRATIC TAIWAN
a Resolution from the Texas Republican Assembly Endorsing Convention January 28, 2006
WHEREAS, For some 400 years the peoples of Taiwan (Ilha Formosa) have been subjugated by foreign peoples and countries, and since 1945 have suffered greatly at the hands of Chiang Kai-Shek and his son Chiang Chin Kao, under their Chinese Nationalist military dictatorship, even though such may have preserved the status quo across the Taiwan Strait, and furthermore since 1949 the people of Taiwan have been and continue to be subjected to the hegemony of, and threat of military invasion by the People’s Republic of China; and
WHEREAS, The overwhelming majority of the citizens of Taiwan are peace loving, freedom loving people, desirous of representative and responsible government, while a small but powerful and power hunger minority (some members the Kuomintang and People's First Party, and others) appear to long for union with China no matter what the cost to freedom, democracy and their country’s national security; and
WHEREAS, Since the end of the single party grip on power by the Kuomintang, Taiwan has conducted three successful Presidential elections, successive elections for members of their national legislature, numerous local elections, and one national referendum; and
WHEREAS, Taiwan has never been under the jurisdiction of the Communist government in Beijing, which continues to illegitimately claim sovereignty over Taiwan and its over 23 million citizens; and
WHEREAS, The Shanghai Communiqué, which maintains that there is ‘One China’ and that ‘Taiwan is part of China,’ was established without the consultation of the people of Taiwan; and
WHEREAS, Communist China has since used the ‘One China Policy’ to block Taiwan's membership and full participation in international organizations and events ranging from the United Nations and the World Health Organization to the Olympics; and
WHEREAS, The ‘One China Policy’ is effectively obsolete, and does not reflect the obvious reality that Taiwan has functioned, is functioning, and continues to effectively function as an independent and sovereign nation; and
WHEREAS, The Republic of China on Taiwan and the United States maintained formal diplomatic relations until 1979; and
WHEREAS, Former President Jimmy Carter abruptly severed diplomatic ties with the Republic of China on Taiwan in 1979 and terminated the Mutual Defense Treaty between the United States and Taiwan without consulting or seeking the approval of Congress; and
WHEREAS, The Taiwan Relations Act was approved by Congress later that year codifying into law the basis for continued commercial, cultural, and other relations between the United States and Taiwan; and
WHEREAS, Former President Ronald Reagan issued the ‘Six Assurances’ to Taiwan in July 1982, including the assurance that ‘[t]he United States would not formally recognize Chinese sovereignty over Taiwan’; and
WHEREAS, China’s Anti-Secession Law, adopted at the Third Session of the Tenth National People's Congress on March 14, 2005, was a unilateral attempt to alter the status quo across the Taiwan Strait in such a way as to render impossible the peaceful exercise of the free will of the People of Taiwan to de jour self-determination; and
WHEREAS, The use of prescribed military force against the "Taiwan independence secessionist forces" authorized in the Anti-Secession Law is an indirect threat to the United States, which is pledged through the Taiwan Relations Act to assist the defend of Taiwan against unilateral military attack by China; and
WHEREAS, The contemplation of, preparation for, and execution of the invasion of a free land and subjugation of free self-governed peoples by a communist dictatorship constitute a progression of great evil as also does the Neville Chamberlain-like proclamation of “peace [and prosperous trade] in our time” in the face of the growing military threat to Taiwan and the United States being orchestrated by Beijing; and
WHEREAS, Ronald Wilson Reagan, the fortieth President of these United States of America, said in a speech on March 20, 1991, “Evil is powerless if the good are unafraid”; and
WHEREAS, Taiwan has been a steadfast ally of the United States and a responsible and compassionate member of the world community.
RESOLVED, that the Texas Republican Assembly (TxRA),
Commends the people of Taiwan for establishing a flourishing, multi-party democracy and for their dedication to democratic ideals and human rights;
Urges the people of Taiwan to call for a cessation of the gridlock that is preventing Taiwan from purchasing defensive weapons already agreed upon between the Chen Administration (President Chen Shui-bian) and the United States; and
Calls upon Congress to pass a resolution urging:
The President of the United States to abandon the fundamentally flawed ‘One China Policy’ in favor of a more realistic ‘One China, One Taiwan Policy’ that recognizes the democratic government of Taiwan and the concomitant sovereignty of the people of Taiwan, separate from the hegemonic Communist regime in Beijing;
The President of the United States to begin the process of establishing normal diplomatic relations with Taiwan;
The nations of the world to recognize that Taiwan should be permitted to participate as a full member in international organizations for which statehood is a requirement for membership; and
The free/good peoples of the world to consider President Reagan’s principle for defeating evil and be unafraid in the face of the evil threat posed by the Communist regime in Beijing; and
FURTHER RESOLVED, that copies of this Resolution be sent to President George W. Bush and the following members of Congress:
In the House of Representatives: the Speaker and the Chairman of the International Relations Committee; and
In the Senate: the Majority Leader and the Chairman of Foreign Relations Committee.
