JOINT STATEMENTS by TIBETANS & TAIWANESE

     On the day of Chinese President Jiang Zemin's visit to 
Ottawa,the Tibetans and Taiwanese jointly issued this state-
ment to express our concerns and determination that Tibetans
and Taiwanese will not submit themselves to be ruled by Chinese 
hegemonical regime. We would like to point out to Canadians, 
the Canadian Government and the world that:

1. Tibet is an independent sovereign country that has been 
   illegally occupied by China since1959. To show support for 
   Tibetans, within 24 hours after Jiang's departure from 
   Washington, The Secretary of State, Madeleine Albright, 
   appointed the Director of Policy Planning, Gregory Craig, 
   as special coordinator for Tibetan issues with a mission to
   promote substantive dialogue between the Dalai Lama's 
   government-in-exile and the Chinese Government. We want 
   the Canadian government to urge China to open a dialogue 
   without preconditions with His Holiness the Dalai Lama and 
   the Tibetan Government-in-exile.

2. Taiwan is also an independent sovereign country. Regardless
   of the Chinese military intimidation and the U.S. military
   intervention, an open direct presidential election was first
   held on March 23, 1996 with peaceful transition. The Taiwanese 
   people will protect their hard earned democracy and independence.

3. The massacre of Tien-an-man square, the cruel treatments of 
   dissidents and the compelling evidence of China's labour camp
   system(Laogai) are the true pictures of the dictatorial regime
   in power. China is one of the most repressive states in its 
   abuse of humane rights, freedom of association and the right 
   to collective determination.


   Although we do not reject bilateral trade, the false expectation
of a link between trade and positive changes in China has yet to be
proven. We strongly urge Canadians and the Canadian Government to 
change its China policy to reflect the ever-increasing public support
for Tibetans and Taiwanese. We would like to call on President Jiang
and the Chinese government to let Tibet be Tibet and Taiwan be Taiwan.
