The Supreme Court case I was referring to was Johnson v. Eigentrager (1950) 
and was a war crimes case tried under US military jurisdiction in China. The 
enemy alien case was extra-territorial, but it also included issues of the 
territorial jurisdiction of occupation and the constitutional rights of 
"friendly aliens" arising from such status.

Such was much like the Apostle Paul, as citizen of Rome was able to invoke 
Roman Law to protect himself from his persecutors in the Bible.
Friendly aliens also have such basic protections like citizens of Rome under 
the US Constitution including within a military jurisdiction.
