Freedom from Fear and the upcoming defensive referendum in Taiwan

Dear Mr. Minister,

We are seeking Canadian Government’s support for our President Chen Sui-bian’s (陳水扁總統)initiative for a defensive referendum (防禦性公投)to be held in Taiwan on March 20 this year. The issue of this referendum is to demand the Chinese Communists to withdraw their increasing deployment of missiles targeting at Taiwan.

We denounce China’s hostile activities toward Taiwan the most provocative (最具挑釁性)and threatening to change the status quo of the Asia-Pacific balance of power by military force(威脅以武力改變亞太地區權力平衡的現狀), which is depriving the freedom from fear of Taiwanese people(剝奪台灣人民的「免於恐懼的自由」)and provoking the principle of Canada’s Foreign policy for Human Security (挑釁加拿大「人類安全外交政策」原則), the USA’s Taiwan Relation Act(挑釁美國台灣關係法) and UN’s Universal Declaration of Human Right (挑釁聯合國權宣言)and should not be tolerated by the civilized international community. We sincerely wish the Canadian government uphold her supreme tenet of Foreign Policy for Human Security and support our President Chen Sui-bian’s defensive referendum and urge the Chinese Communists to withdraw their missiles across the Taiwan Strait.

We appreciate Canadian people’ commitment to build a world “where people can live in freedom from fear of threats such as terrorism”(營建一個「人民能夠生活在免於恐懼的自由,例如免於遭到恐怖主義威脅」的世界) and we regard Chinese Communists’ deployment of hundreds of missiles targeting at Taiwan is terrorist activities which deprive the “freedom from fear” of more than 23 millions of Taiwanese people.

We are deeply touched by the “Canadian values”(加拿大價值), i.e. human rights, democracy, conflict prevention and humanitarianism (人權、民主、防範衝突、人道主義)as stated in your Message to the book Freedom from Fear: Canada’s foreign policy for human security《免於恐懼的自由:加拿大「人類安全外交政策」》. We also appreciate your message that the “human security agenda incorporates long-standing Canadian objectives, including promoting human rights, alleviating humanitarian crises, supporting international peacekeeping and encouraging disarmament.”

“Freedom from Fear”(免於恐懼的自由) is the stated principle of Canadian foreign policy and also a universal value. Our President Chen’s initiative of the defensive referendum is to uphold such a universal value in his capacity as the leader of the 23 million Taiwanese people.

We rebuke Chinese Communists’ deployment of missiles across the Taiwan Strait is a rogue country’s provocative activities of terrorism (流氓國家的恐怖主義的挑釁行為)with evil purpose of changing the status quo of the Asia-Pacific area by naked military force. Thank you very much for your attention and happy new year.
